William Salazar is one of the owners of the official police tow garage. They've been Baldwin Park's biggest monopoly for over 20 years, and it's not coincidental that he's a big campaign contributor to all the officials. In a five year period, on paper, the towing scandal brought in over $11 million. Where did all the money go?
